A strategic leader, innovator and effective operational manager.  As key member of the Executive Management Group to advise the DVC, the COO will be responsible for optimising JCUS’s operating environment, including resource management, systems, processes and policies, its physical and digital infrastructure and lead the operations team, with a view to enabling success in line with the JCU strategy and Singapore campus plan. 

Responsibilities:

  • As a deputy to the Deputy Vice Chancellor (DVC), you will work closely with the DVC to develop and accomplish strategic plans and goals established by the Board.
  • Make strategic recommendations to the DVC and senior colleagues on operational matters and foster a culture of innovation and continuous improvement.
  • Collaborate with the Executive Management Group (EMG) and JCUA colleagues to develop and implement plans for the efficient and effective development of digital and physical infrastructure.
  • Provide leadership as required to any change in process, innovation and continuous improvement affecting the university’s operating environment.
  • Responsible for the effectiveness, measurement and reporting of all relevant processes, internal and external, including surveys where appropriate.
  • Development of Campus infrastructure plans: Estates and Digital.
  • Lead the Singapore Campus’ commercial lease process with Singapore Land Authority (SLA) and other government agencies, including but not limited to Land Transport Authority (LTA), Urban Redevelopment Authority (URA), Building & Construction Authority (BCA) and National Environment Agency (NEA).
  • Managed campus infrastructure including amenities, security, development, environmental sustainability, Health, Safety & Environment, emergency & evacuation management, catering, services and facilities management to provide a lean and green service to the community.
  • Identify opportunities for cost saving and service quality improvements.
  • Oversee the provision and innovation of Information Communications and Technology infrastructure services, enables innovation, and seek to leverage trends that can create consistency and improved students and staff satisfaction.
  • Collaborate and lead process owners on the digitalisation of processes to achieve cost effectiveness and sustainability objectives.
  • Evaluate and deploy new technology tools eg Generative AI for University-wide implementation.
  • Develop and motivate an efficient and effective team, ensuring that individuals with the required knowledge, skills, abilities and competencies are in place to support University strategy intent.
  • Integration of organizational structures and alignment between JCU Australia and Singapore campuses.
  • Oversee the strategic planning and performance by developing and implementing a comprehensive framework.
  • Establish and monitor key performance indicators (KPIs) to assess progress against strategic objectives.
  • Lead the integration of business intelligence tools to support robust data analysis and reporting.
  • Manage data submissions for QS and THE rankings to strengthen the University’s global standing.
  • Collaborate with internal stakeholders to develop strategies that enhance rankings and improve external perception.
  • Lead initiatives to integrate AI and data analytics for predictive modelling in student enrolments, early intervention, and resource allocation.
  • Oversee the legal and governance function of the Singapore Campus.

 

Requirements:

  • Bachelor’s degree with majors in business or Estate Management or any other relevant qualification.
  • Good command of the English language, both verbal and written. High level experience and expertise in estate management and project management
  • Relevant experience as COO in Strategic Planning and Performance, Estate Management, Facilities, ICT and Work Health and Safety.
  • Well-developed people management skills.
  • Strong understanding of EduTrust requirements and how to ensure operational compliance with these Well-developed skills in networking and building relationships.
  • Strong leadership skills including the ability to motivate team members to maximize their work performance High level IT skills.

Monthly Remuneration: Commensurate with experience
