Responsibilities:
Oversee the management of Administration & Facilities service delivery, including the workforce planning initiatives to optimise service delivery and ensure all activities align with University objectives and are consistent with University strategic goals.
Oversee the development, management and implementation of the Administration and Facilities strategic and operational plans including Operating, Maintenance, Minor Repair Works and Overheads Budgets, KPI and OPT development and reporting.
Investigate, conceptualise, develop, facilitate and advise Management in relation to their areas of influence and programs to assist the University to achieve its strategic goals
Plan, prioritise, manage and monitor the Administration & Facilities department budget, measuring performance and ensuring the best outcomes are achieved.
Provide high-level strategic advice, support and analysis to the Chief Operating Officer on strategic direction and management of the University’s built environment to manage a diverse array of financial, strategic, operational, student experience and administrative issues towards service delivery.
Promote, develop and maintain collaborative and effective working relationships with key stakeholders both within and external to the University, using high level effective strategic communication, diplomacy and negotiation to enable efficient service delivery.
First point of contact of the Singapore Campus commercial lease managing with Singapore Land Authority (SLA) and other government agencies, included but not limited to Land Transport Authority (LTA), Urban Redevelopment Authority (URA), Building & Construction Authority (BCA) and National Environment Agency (NEA).
Ensure the University’s Health Safety and Environment System is operated in accordance to Singapore Land Authority, Committee for Private Education, Ministry of Manpower, Ministry of Health and other agencies regulations and continuous review and improvement towards the best practice, efficiency and effectiveness.
Develop energy management programs and initiatives and oversee the outcome to support best financial and environment outcomes and drive University sustainability.
The active contributor to Compliance & Operations Committee and in Sustainability, Critical Incident Management, Risk Management, Business Continuity and Student Experience.
Maintain effective and collaborative network and utilising networking opportunities to keep abreast of best practice in Facilities management and student experience.
Provide effective leadership, management, strategic direction making in contractors management, both on and off campus, including the performance reviews to ensure a culture of high performance,high standard of customer services, teamwork and collaboration throughout the University.
Management of the Services agreement with all contractors, including the contract negotiation, headcount, KPIs and performance delivery.
Key selection criteria:
Degree in Building Services/Space Management/Architecture or other relevant field
Preferably to have Certificate in Fire Safety
At least 5 years of relevant experience preferably in supervisory role
Experience in Building Development or A&A Projects is preferred
Good communication and interpersonal skills, and ability to manage staff
Able to multi-task and deliver under tight deadlines
Able to work independently and under pressure
Pro-active attitude and constantly strive to improve work efficiency
An interest in evaluating, exploiting and pushing the use of new technologies
